LOG-USR 33-21.51, PID 4553.  This project involved the construction of 4.1 miles of a 4-lane limited access freeway on new location.  The EIS for this project required reevaluation as ecological regulations became increasingly rigorous.  The project, as it was designed, would greatly impact the headwaters to the Big Darby, a National Scenic River.  Ms. Clune coordinated with resource agencies and designers, developing creative approaches to reduce impacts.  Following resource agency concurrence, she wrote the EIS Re-Evaluation. Ms. Clune worked with ODOT specialists to design one of ODOT’s first stream restoration projects, constructed with riffles, runs, pools and detailed landscape planting.  She also prepared the Individual 404 and 401 Water Quality Certification applications, addressing the fill of 5030 linear feet of stream. Ms. Clune followed the project through construction, conducting regular on-site environmental inspections. .


I-70/75 Interchange Reconstruction: While at ODOT, Ms. Clune oversaw planning development of the environmental document (Environmental Assessment) and waterway permits (Individual 404 & 401) for this $145 million project, which was split into 3 design/construction phases. When faced with a 1-year utility delay, Ms. Clune developed the plan to separate Phase 1 from Phases 2 and 3 of the EA to keep it on schedule, arguing independent utility, and subsequently prepared the separate CE
Level 4 Environmental Document and NWP 26 Waterway Permit for Phase 1.


​Statewide Environmental Services Task Order Contract.  While with LJB,  Ms. Clune served as the project manager on this two-year contract to provide environmental services for ODOT's Office of Environmental Services, Policy Section. A total of 14 tasks were assigned, including noise barrier analyses, asbestos inspections, and Phase I ESA's.  The final two tasks were included as a pilot study for the new ODOT PDP process, involving the I-71 and US 36/SR 37 interchange in Delaware County.  The first tasks included an Existing & Future Conditions Report, Purpose & Need Statement, and stakeholder meeting to develop a Stakeholders Goals and Measures report.  The second task was the preparation of a Feasibility Study on an accelerated schedule, using a a series of workshops involving subject matter experts and local, ODOT and FHWA officials to arrive at quick and informed conclusions.
